Customs Agents Licensing Rules-2009

Enacted by the law of section 219(1) of Customs Act, 1969 (Act IV of 1969)
The circulation outlines the due process and regulations required to issue the license for customs agents.
The licensing authority would be responsible for following duties:
1. Receiving application for licensing
2. Considering the received application
3. Issuance of the license
4. Renewal of the license
5. Provisional cancellation of license
6. Financial penalty as and when required in due course of licensing
7. Supervision of licensing work stream
8. Issuance of the performance certificate within 60 days of the expiration of the license
9. Perform any other duty assigned by the law or due regulation
Major documents required for application of the customs agents certificate are: Certified National identity certificate issued by the local chairman, Character certificate issued by the local chairman or ward commissioner, Certified copy of the honors certificate, Copy of birth certificate and certified copy of the national identity card (if available) [Note: Please view the pdf for the full list of required documents]
Key responsibilities of the licensee under this regulation would be as follows:
1. Issuance of the authorization letter
2. Informing the NBR on identifying any forgery in the process
3. Providing required information to customers to execute customs related tasks
4. Don’t hide any information from the customer that he has right to know
5. Deposit instantly into Government’s account upon reception of any due from customers.

License needs to be renewed before 45 working days of the expiration date. In case of customs-house, the renewal fee is BDT 5,000 and, for land customs station the fee is BDT 2,500.
